In 2002, Mr. Chapman founded the American Small Business League (ASBL) with a goal of stopping the diversion of federal small business contracts to large corporations. Mr. Chapman has been credited with prompting the first federal investigation and congressional hearing looking into the diversion of small business contracts to large corporations. As a result of Chapman's work, small businesses across the country are doing more business with the federal government, and business owners are more aware of the challenges facing their small businesses. Mr. Chapman is a familiar figure at the Small Business Administration (SBA) and on Capital Hill where he has continued to work tirelessly during the last two presidential administrations to prevent widespread fraud and abuse.
